The report into Dr Tony Holohan's botched secondment from the Department of Health is due this evening.
It's expected the Health Minister will publish the opinion of senior civil servant Robert Watt.
Mr Watt's account of events is understood to contradict the Taoiseach's opinion on the matter.
Public Expenditure Minister Michael McGrath says his department is still engaging with the Department of Health on it:
"As you know, Minister Donnelly is planning to publish the report, I believe today, and supporting documentation, and we'll make a public statement as well at that point. So, as I indicated last week the contact between my own Department and the Department of Health to get clarity and some aspects of the arrangement is actually continuing."
