Risks posed by armed conflict and terrorism have been made worse by low spending in the Irish military.
The Government has published it National Risk Assessment, listing all the threats the country faces.
Climate change, inflation, and the possibility of a future pandemic are also included.
Security analyst, Declan Power, says low military spending has made Ireland seem weak to other countries:
"We appear to be doing such a small amount to engage in our own self-protection needs, such as under-investment within our Defence Forces and our inability to retain staff within our Defence Forces, particularly specialist personnel. That has made us look very impotent and it has made us look all the more dependent on the international community".
