A group, advocating for smokers' rights, says there's no evidence to show outdoor smoking is harmful to the health of non-smokers.
A proposal for smoking to be banned in public spaces, including parks and beaches, appeared in Tobacco Free Ireland's latest annual report.
The same policy was proposed by former Health Minister James Reilly in 2012.
