Some renters could be facing significant rent increases under new rent control legislation.
Rents will be capped at 2% a year or linked to inflation, whichever is lower.
But according to the Irish Independent landlords who haven't increased rents in previous years can combine the rent increase cap.
Financial analyst Karl Deeter says it's about giving balance.
"You can have two identical houses, one rents today for €1,500 and the one next door was rented to an older person and that was rented for €1,000, and even with the rent hike it might only go to €1,050.
"If you look at it from that perspective you'd say is that equitable and fair, and it's not. So they need to give some kind of balance there."
