Covid-19 was a 'perfect storm' when it came to child protection.
That's according to the annual report of the Special Rapportuer on Child Protection, which noted that an increase in domestic violence and a lack of schooling were damaging for children.
It also found that mental health services and Tusla faced demands that exceeded the resources available to them.
The report also said that that child poverty increased over the period studied.
