The Taoiseach has described Vicky Phelan as as a courageous woman who stood up against the system in the public interest.
The cervical cancer campaigner has died at the age of 48.
She raised awareness of the Cervical Check scandal in 2018, when she refused to sign a confidentiality agreement in a court settlement against an American test lab.
Vicky's work led to public inquiries, which was led by Public Health specialist Dr. Gabriel Scally in 2018 and 2019.
Dr. Scally, says she leaves a legacy of change a determination behind her:
"Vicky was tireless and put herself through enormous trouble and at a time when she knew that she had the was ill and quite seriously ill and no one would have blamed her in the least for retiring from public life and from looking after herself. I'm putting ourselves first but she was, you know, she was so far from that. And she cared passionately about making the change."
