The Department of Communications along with the Residential Tenancy Board are creating a campaign in order to inform residents about the bill and their rights surrounding it.
The scheme will cost the Government approximately €210 million and it is expected to be credited to accounts at the end of March.
The initiative comes after there has been a significant rise in the cost of living for households across the country over the past year.
Environment Minister, Eamon Ryan, initially said that in a situation where the electricity bill is included as part of an individuals rent, the passing on of this credit was a matter to be dealt with between the landlord and tenant.
However in a more recent parliamentary question response he said that his Department, the Department of Housing and the RTB are working to ensure that those due the payment in rented accommodation receive it.
