The Plan revised downward its target to connect 115 thousand homes this year, to 60 thousand.
Just 27,000 homes are currently in a position to be connected to the network.
Officials told the Public Accounts Committee the target is still to connect over half a million homes by 2027.
Secretary General of the Dept of Communications Mark Griffin says there are many issues that contributed to the original target being missed:
"There were supply chain and logistic delays, both nationally and internationally. One of the contractors that had intended coming over from the UK to start work on the project postponed establishing its Irish operation recruitment. Recruiting key staff was delayed, travel restrictions and availability of accommodation for contractors across Ireland."
