Workers will be entitled to request remote working under new laws being drafted by government.
Among the reasons for turning employees down include concerns over data protection, broadband connection and the performance of staff.
Tanaiste Leo Varadkar says changes may be made to the legislation - but a full right to work from home isn't practical:
"I'll continue to listen to the views of Congress trade unions and other unions. We'll listen to the views of employers reps and I will of course, consider any realistic amendments but the idea that you can have an absolute right to remote working or that any country does, is manifestly nonsense."
