TUSLA has stopped referring children in state care to one of the country's largest residential homes due to 'operational concerns'.
Conversations between the child and family agency and Positive Care released to the Irish Times, found the group had not received referrals in over a year.
TUSLA said they were significantly concerned for children currently living in Positive Care homes, as the company said some facilities could close due to the reduction in referrals.
It comes as a recent report into one of the 15 care homes operated by Positive highlighted "deficits" in the protection of children there.
