UCD has announced there'll be no social distancing - with lectures of up to 500 people allowed - but students will have to wear masks indoors.
The college says most students and employees will be fully vaccinated by the start of term - which will reduce the risk of Covid spreading.
Ruairi Power, president of UCD Students Union, is urging the government not to make any last-minute changes to guidelines:
"The last thing that we need is a last minute turnaround, whereby students, for example in social sciences where they'll be in a lot of large lectures; if there's a limit of 100 or 200 placed on how many people can be in a lecture theatre, and all of that has moved online, people could have booked accommodation, but then have a very limited amount of in person class time - pretty much just limited to tutorials. So that's the kind of thing we'd like to avoid."
