Unions want a 3% pay rise for the thousands of workers who are employed in the community and voluntary sector.
SIPTU, Fórsa, the Irish Nurses and Midwives Organisation and the Irish Congress of Trade Unions are all involved in the campaign.
They say the majority of these community workers are employed without sick pay or pension provision.
Adrian Kane from SIPTU says they’re ready for resistance with the campaign.
"The reality of it is that the response that we will get back from the employers by and large will be 'we'd love to pay it, but we haven't got the money'.
"The only way in which we can resolve this claim is by the government coming and talking to us."
