The BBC is reporting that hosts, the United Arab Emirates planned to sign deals with 15 countries ahead of the two-week climate change conference in Dubai.

There has been criticism of the UAE hosting the event - due to the country's major role in the global fossil-fuel trade.
Speaking in UCC earlier, Mary Robinson told RedFM News the reported meetings are very worrying:
"Perceptions matter. And there was already a perception that the Presidency was a bit compromised, and this may make the situation even more difficult. It's very important. I had an op-ed in the Financial Times, I'm glad to say, today, in which I said that we have no time for a bad COP. We have to have as much progress of this COP as possible because we're running out of time".
