The latest report from the Child Law Project has shown there is a an acute lack of appropriate placements for children at risk.
The study shows over a period of 3 years an increasing number of professionals are concerned children are falling through the cracks.
Data also shows a dismal response from the HSE caring for children with additional needs.
Dr. Maria Corbett, CEO of the Child Law Project, says high support needs must be devised.
"One key are is in relation to what we describe high support. There is a need for a new model of placement which is often described as high support.
"They're for the children who have disabilities or mental health behavioural issues.
"At the moment we don't have a placement type to meet their needs, and would most likely involve the HSE in providing therapeutic supports."
