There are more than 500 people in Cork awaiting homecare support.
New data shows there were 335 people waiting for homecare support in Cork before Christmas.
There were also 196 people not receiving all the hours they were due.
The Irish Examiner reports the HSE is carrying out a validation exercise on carer shortages which is expected to be published this week.
The HSE say Covid 19 has impacted on the HSE's ability to deliver services in recent weeks.
It hired 113 carers last year, with 70 more expected this year.
