Politicians from the Republic and Northern Ireland will meet in Belfast later to oppose any move to introduce a Troubles Amnesty.
The British prime minister, Boris Johnson, has promised the proposals will " draw a line under the Troubles".
Victims families believe today's cross border meeting is historic.
Raymond McCord, whose son was killed by the UVF 24 years ago, says the amnesty plans would be devastating:
"Until those families like my own get justice, nothing really matters. You've got to get on with your life. But you've always he issue of getting truth and justice for your son, your brother, your sister, your father - whoever it is."
