But it’s stopped short of giving the green light to German ‘Leopard-2’ tanks.

She says Kyiv desperately wants them, but Germany owns the licence:
“Germany has been reluctant for years, after World War Two, to do anything that seems affirmative, aggressive, proactive. I think Germany should get beyond that”.
