NPHET has written to the government to say 90 per cent of over-16s should be fully vaccinated before the measures are removed.
The letter comes ahead of the Taoiseach announcing a roadmap for reopening next Tuesday.
The Irish Independent's Hugh O'Connell says it's unclear if any restrictions can be lifted before October:
In the letter, the advice is that the remaining COVID-19 Public Health restrictions- the legal restrictions in place- should remain there until such time as 90% of the population over 16 are fully vaccinated and crucially, that the disease indicators are stable or improving. So really we're looking at some time into October when the remaining legal restrictions would be lifted."
