It could determine the British Prime Minister's political fate, with the parties also being investigated by police.
Lord Sumption, a former Justice of the Supreme Court, says the legal consequences may be less important than the potential reputational damage.
"I don't think the British public care a row of beans about the exact meaning of the regulations.
"They think it's outrageous because it presents an inconsistency between the public acts of the Prime Minster and his private activities."
