The Taoiseach has denied Minister Simon Coveney tried to pull "a fast one" on him through the appointment of Katherine Zappone as a Government Special Envoy.
Micheál Martin was only made aware of the plans to appoint the former Minister at yesterday's Cabinet meeting.
The Taoiseach and Foreign Affairs Minister Simon Coveney spoke about the issue over the phone last night.
Micheál Martin was asked if the Fine Gael Minister tried to pull a fast one by appointing a former colleague.
"Simon Coveny is at pains to point out that he was not endeavouring to do that at all.
"I think there was very weighty and substantive issues on the agenda, that issue was not one of them in many respects.
"But yes, procedurally it could have been done better."
