Tens of thousands of Palestinians are moving into Rafah to escape intense fighting elsewhere in the south of the Gaza Strip.
Israel says it will reopen one of its main Gaza crossing points for the inspection of aid trucks, within the coming days.
UNICEF spokesperson James Elder says conditions in Gaza are deplorable:
"Not a drop of water and not a toilet to be seen for 100,000s of people in neighbourhoods, on the streets, in dusty fields in broken buildings. Nothing. That, to me, speaks to the coldness and the callousness and those authorities being absolutely unmoved by the death of children and women".
