The government is set to explore alternatives to Rent Pressure Zones before they expire at the end of this year.
Taoiseach Micheál Martin has signalled changes to the system, including the possible removal of the zones.
The system was introduced in 2016 to cap rent increases in areas with high demand for housing.
Speaking on the Neil Prendeville show John Mark McCaffery, CEO of Threshold, explains the purpose of rent pressure zones
"They cover most of the country and most tenancies, and they try to moderate rents up to a maximum of a 2% increase annually, so that while rents have obviously increased, consistently since about 2013 at least the rent pressure zones puts a cap on the kind of the excesses of the rent that can be asked".
