The college's guidelines state masks must be worn for indoor areas of the campus.
The Department of Higher Education says large lecture halls will be managed in line with public health guidelines.
Ruairi Power, president of UCD Students Union, says online learning is essentially being phased out:
"As the current guidelines are set out, students are expected to be back in to the same extent they would have been pre-COVID. So there's no provisions for, you know, a kind of hybrid or blended approach. If there is to be further guidance from governments that there'll be a limit on how many students are in a certain lecture theatre, any lectures that go above that capacity will be moved online."
