Micheál Martin is joining with more than 120 world leaders at the conference in Egypt this week.
Developed countries are being urged to do more to help poorer countries to deal with the impact of climate change.
But chair of Ireland's Climate Change Advisory Council's Adaptation Committee, Peter Thorne, doesn't believe this year's summit will have a significant impact:
"It will be a few years until the next major COP where I would expect many countries to come with new nationally determined contributions which are their declarations as to what they intend to do so this cop in the next couple of COPS will largely be in the background trying to agree. I don't expect major breakthroughs."
