A woman whose brother died at Bessborough Mother and Baby home is welcoming planning refusals at the site.
Cork City Council denied the application for apartment blocks and a creche at the Blackrock site.
An Bord Pleanala has backed the decision because of the historical landscape and potential human remains at the grounds.
Carmel Cantwell’s mother spent 4 months in Bessborough in 1960 and gave birth to a baby boy who later died.
Speaking to RedFM News, Carmel says building cannot go ahead on a site where there could be mass graves:
"Well I'm delighted it's being refused, all the grounds potentially have burials in them, it's not just one particular area. There hasn't been an investigation to establish whether there is a mass grave or where the children are but what we do know is that there is witnesses that have witnessed burials take place."
