Tighter restrictions are set to be introduced around short term letting on sites like Air BnB.
But there are concerns about how it will be enforced, and whether it could lead to landlords selling up.
The government's new rules aim to tackle properties advertised on online platforms like Air BnB that don't have the correct planning permission.
Estate Agent Alan McKenna fears it may not lead to more supply in the long-term rental market:
"My expectation is the 'law of unintended consequences' where a number of these properties will become unviable, as they're located in Rent Pressure Zones and may have historically low rents, that they will return to these to these historic low rental values which will result in the the owners selling the property completely".
